On the perspectives of the year 2003 for the region

I think that 2003 is going to be an important year for the relations between the EU and the region. In order to achieve a real success along the year, it requires that everyone does its job and does it properly. On our part we will try to do it, we will develop the instruments we have in the relationship with the region and we hope very much that the countries of the region will also do their job properly: developing their standards, their common relationships among themselves and with the EU. So it`s going to be a challenging year and I`m looking forward to do the utmost to cooperate in a positive manner, even personally, with the countries of the region.

Since the Summit which took place in Zagreb, we (the EU and the countries of the region) have been working on the stabilisation. Now we have to start changing from the stabilisation towards the (EU) integration.

On EU expectations from the countries of the region

There are several expectations, several things that we would like to see evolving. The stabilisation of the countries politically and economically, the regional co-operation. It is very difficult to have investment, development in units which are not of a bigger dimension so the regional aspect is a very fundamental one.
We have expectations also about the way they tackle the question of organised crime, the question of control of borders. All these questions which have been of great concern for them, for the countries of the region, but which are also of great concern to us.
And we would like also to see finalized the leftovers from the past, if I may say : there are still leftovers linked to war criminals., to the non-finalizing of agreements of cooperation, or to dreams that borders can be changed. Things of that nature have to be over. We have to begin to write a new page, and to write it in a manner which is different than the manner used in the past.

I think that the countries that do feel that they are ready may present their candidacy.
00:04:14:16 It`s not going to be a process of 24 hours, it will be probably a longer process. And this is the message that I would like to send also, not only to Croatia, but this idea of going from stabilisation, which has been our primary objective in the past, to move that to the process of integration, this is a change in the relationship but I would like to underline very clearly that this is a question of `two`: of the countries of the region and of the countries of the EU. We are ready to start that process but you have to be ready also to put your efforts and your energies, and to work in that direction in a coherent fashion.

I think that when it was suggested by some people that we would not be engaged with Bosnia`s part in the future of the EU, that this is not true, that we feel very committed to accept a mission of this nature following the United Nations, the UN is an global organisation, therefore has worldwide responsibilities. We take this decision, and this is a very clear signal that says that this is not only a global problem, this is a problem for us Europeans, the people of Bosnia and Herzegovina and the people of the EU. And we want to do it together. This is a very clear sign of engagement and it is not for a short period of time, it is forever. The EU and the countries of the region, we don`t have links just for a period of time, but for a long period of time, forever.

I think that for the arrest of Karadzic, the first responsibility is for the war criminal to hand himself over to the Tribunal. We have seen not long ago, in the last two days, how the ex-president of the Republic of Serbia, handed himself over to the Tribunal. That should be the manner. The second responsibility is with the authorities of the country. On that we can cooperate but the final responsibility lies with the country, it lies on the forces of the country. We can cooperate, we can help but we can not take the full responsibility for the case.

The most important thing is that the President of the country has written a letter to me saying YES, that is the most important thing . Without the will of the authorities this operation would never take place, this is not an operation of the EU taken against the will of the country but on the contrary it is the will of Skopje that Europe contributes to their own stability.

On Serbia and Montenegro

I hope very much that Serbia and Montenegro will be in one State. A State that, with the charter approved, with the implementation law approved, will really evolve, with the cooperation of the EU, in a constructive and positive manner. I think that Serbia and Montenegro will continue to be a very fundamental country for the whole stability of the region. Sometimes I feel a certain level of frustration because I see the efforts that the leaders of the countries have made,
but sometimes I see also that still they have these inner quarrels which are not to my mind appropriate for the stage at which the country is now. This is a country that needs a common effort, a sense of commonalities, a sense of working together, the different actors, there is a lot that has to be done. There is also tremendous potential in the country once Serbia and Montenegro resolve the constitutional aspects and get to work together.

I think that from our point of view and from their point of view I hope, the process of fragmentation of the region has to stop. We have to go to the process of integration, that will be also a step towards integration of the European Union. It think that with the difficulty that it has, and there is no doubt that it has, because of the very near history, life has been very tough both in Serbia and in Montenegro, they have grown apart, for reasons which pertain to different leaders, etc. Now is the time to look forward, to forget about that, to construct the elements to live together. That we are trying to do and to help. The responsibility is not mine, the responsibility is not ours Europeans, the responsibility is with the citizens of Serbia and Montenegro.

Kosovo is run now by a `Constitution` if I may say which is a resolution of the UN Security Council. 00:13:57:04 We would like very much that the Assembly which has been elected and that the authorities can give an impulse now to achieve the standards that will reach the level of the standards of the countries that are European. I think that this idea of standards before a status is a good idea. The most important is the construct the standards politically, economically, respect for minorities, all these things which are really fundamental if you want to feel a member of the European family. And then will come the status. That is the timing in which things have to take place.

Albanians have made a tremendous effort to adapt themselves to the requirements to be part of the Stabilisation and Association Agreement. I would like to commend them, and to continue helping them in that direction. They have had crises in the past, problems of governance, difficulties between the government and the opposition, … But it seems to me that impressive steps have been taken, and I hope they will be part of the process very rapidly.

On the achievements of the stability pact

I think there are many concrete results. I`d like to emphasise and to underline the importance of creating a sentiment, a regional sentiment. Which doesn`t mean to recuperate all the structures or institutions which belong to the past, but in this globalised world, in the world I which we live size is an important parameter. You need a certain dimension in order to have the possibility to attract investments, to attract infrastructures, to attract the elements that conform with the possibilities of prosperity. There are two conflicting forces: one is the force that attracts these countries to Brussels, to the European Union, but there should also exist another force that makes these countries relate among themselves, to construct a regional attitude, to construct a regional dimension, to construct a cooperation on infrastructure, on investment, …. I think those two elements which appear to be conflicting are not conflicting but they are complementary, both are needed.
