The Balkan smell of Belgium
Belgium, country hosting EU institutions, is facing a monitoring procedure by the Council of Europe over the failure by the Flemish authorities to appoint three mayors in municipalities with special linguistic arrangements in the Brussels area. One of the rapporteurs and author of the COE's resolution on Belgium is a Serb Dobrica Milovanovic, whose country is under several monitoring procedures following years of conflicts and wars.
