Issued on Monday, the latest report of the International Crisis Group on Bosnia-Herzegovina argues that an early closure of the Office of the High Representative (OHR) would threaten the stability and the progress achieved so far. For Sabine Freizer, Program director for Europe, specific requirements set in 2008 have not yet been met. The Crisis Group advises to appoint a new, strong High Representative to help resolve immediate issues, preparing the ground for EU’s taking over by the end of the year.
