“Witnesses have played, and continue to play, a key role in ending impunity for war crimes, in particular in the Balkans,” says Jean-Charles Gardetto, rapporteur for Parliamentary Assembly of the Council of Europe, following his visit to The Hague. "After the Court is gone, we will need some residual mechanism to ensure the protection of witnesses. The issue has a very strong impact: the credibility of the International Tribunal, the credibility of international Courts and the credibility of the UN are at stake". J-C Gardetto is currently preparing a PACE report on this topic.
