Justice and Home Affairs Council: Vote on Visa Liberalisation

The Ministers will adopt an amendment to Regulation 539/2001 listing the third countries whose nationals must be in possession of a visa when crossing the external borders of the European Union and whose nationals are exempt from that requirement. This concerns the former Yugoslav Republic of Macedonia (FYROM), Montenegro and Serbia which will join the visa free regime by 19 December 2009.

South East Europe Public-Private Partnership Network

The meeting will denote the launch of the South East Europe Public-Private Partnership (SEE PPP) Network, established at the Ministerial Conference on Public-Private Partnerships for Infrastructure Development in Southeast Europe on 25 September 2009. The event is co-organized by the RCC Secretariat and the Agency for Public Private Partnerships of the Republic of Croatia, which serves as a provisional Secretariat of the SEE PPP Network.

EP Plenary session: Parliament will give its view on €400 million-plus in budget aid to be made available to Serbia, Bosnia and Herzegovina (as well as Armenia and Georgia). The aim is to urgently help these countries to finance their external balance of payments and state budget deficits. The report on Macro-financial assistance to Serbia have been drawn by Miloslav RANSDORF (GUE/NGL, CZ) and to Bosnia and Herzegovina by Iuliu WINKLER (EPP, RO). (Between 17:00-23:00)

European Parliament’s Committee on Foreign Affairs will vote on draft text on EU enlargement strategy drawn by Gabriele ALBERTINI (EPP, IT), to be debated by the full Parliament on Wednesday (25) and put to the vote on Thursday (26). (16:00-20:30)

Enlargement Commissioner Olli REHN will participate to the Joint Parliamentary Committee EU - Former Yugoslav Republic of Macedonia. (10h)

Enlargement Commissioner Olli REHN will present the Commission’s "Enlargement Strategy Paper 2009" before the European Parliament, followed by debate (15:00-18:00). The vote on resolution will take place on 26, 12:00-13:00.

EU - Croatia Joint Parliamentary Committee
MEPs and Croatian MPs will review the progress of accession talks with Vladimir Drobnjak, chief negotiator for Croatia, at the 10th joint meeting between the two parliaments. (15h)

Parliament delegation visit Kosovo

A seven-MEPs delegation led by Doris PACK (EPP, DE) will visit Kosovo on the occasion of the first local elections carried out under the sole responsibility of the Kosovo authorities (15/11). Ahead of the ballot, the delegation will meet Ministers Sadri Ferati and Sasa Rasic, members of the Central Election Commission and candidates for the elections. The delegation will also meet representatives of the international community including EU Special Representative Pieter Feith and OSCE Ambassador Werner Almhofer. MEPs will be available for comments to the press at 11.30am in ABC Cinema, Priština.

EU-Western Balkans Justice and Home Affairs Forum

Conference organized by the Swedish Presidency at the Committee of the Regions. The EU-Western Balkans Justice and Home Affairs Forum is an annual event, reassembling the ministers of justice and interior of the Western Balkans countries with the corresponding ministers from the current and incoming Presidency of the Council of the EU as well as with the competent Commissioner.The objective is to discuss Justice and Home Affairs items of importance in the relations between the EU and the Western Balkans.

Policy Dialogueorganized by EPC (European Policy Centre), in cooperation with the European Fund for the Balkans. Issues will be discussed by a panel including Robert Manchin, CEO of Gallup Europe, who will also illustrate the most important findings of the Gallup Balkan Monitor, Giuliano Amato, former Prime Minister of Italy and former Chairman of the International Commission on the Balkans, Ivan Krastev, Chairman of the Centre for Liberal Strategies, Sofia, and Zeljko Pantelic, Journalist, Dnevnik newspaper correspondent in Brussels.
